The State of California Water Resources Control Board issued a new General Permit for Construction in 2009, which becomes effective July 1, 2010.  This permit has some significant changes for most sites, including the requirement for electronic filing of all permit related documents including the SWPPP, monitoring results and compliance or noncompliance notices.  Numeric Action Levels for pH and turbidity have been included.  A written Rain Event Action Plans must be prepared within 48 hours prior to a likely precipitation event.  Also, all SWPPPs must address post construction BMPs.
